“We welcome the draft of the new "Higher Education Commission of India (Repeal of University Grants Commission Act) Act 2018". It is a very good move to define the function of the new Commission as has been done, to "take steps for promoting the quality of academic instructions and maintenance of academic standards".
I hope that the new Commission will be a true enabler, actively encouraging healthy competition, and creating an open, collaborative environment for excellence in the higher education sector. Higher educational institutions should be empowered and self-regulatory — institutional accountability may be monitored in a transparent, fair and progressive manner.
The success of the Commission will depend on the procedures it develops for the implementation of the Act, and very importantly, on the leadership. Since the new Commission will not subsume the All India Council for Technical Education (AICTE) and the National Council for Teacher Education (NCTE), the Acts of AICTE and NCTE should be revised.”
